At low RPM, ICE engines produce less torque. So they can get maximum power and maximum torque only when their engine is spinning at high RPM. It takes some time. However, electric engines can reach their maximum power and torque instantly at 0 RPM.

Consequently, no matter what the CC of a petrol bike, it cannot match the instant torque provided by the electric engine.
